The filing by Kathleen Peters nearly two years after the Dec. 23, 2021 crash that killed her 29-year-old daughter, Olivia Peters, names Everett, Jamin Davis and Benjamin St-Juste of the Washington Commanders, as well as a mutual friend, auto shop owner Shadidul Islam.

Olivia Peters grew up in Rockville, Maryland, and was Everett’s fiancĂ©e at the time of the crash. She was an occupational therapist who established and operated two pediatric therapy practices — one in Las Vegas, and the other in New York City — devoted to treating children with special needs, according to the civil filing.

On the evening of Dec. 23, 2021, all of the defendants “were aware that they were driving recklessly, were speeding and racing their cars on the public highways of Loudoun County and they were aware that such conduct was illegal,” according to the suit.

Of the four, only Everett faced criminal charges, initially being charged with involuntary manslaughter in February of 2022. Everett was dropped by the Commanders a month later.

The felony charge was eventually reduced to a reckless driving misdemeanor, partially in consideration of the wishes of the Peters family. Everett pleaded guilty and was ultimately sentenced to 12 months in jail with nine months suspended. He was allowed to serve out his time on house arrest.

In July, Everett spoke to Âé¶ąąŮÍř about his crash and premiered a court-ordered PSA aimed at encouraging safer driving.

Peters’ lawsuit claims Everett and his friends were texting and talking about racing before and during their travels on the night of the crash. According to the lawsuit, Everett, Davis and St-Juste met at Islam’s auto shop hours before the crash, with plans to race.

At one point in the evening, when discussing his car, the lawsuit claims Everett said, “I told them it was fast, but they didn’t believe me. So, I was just trying to go out and show them.”

At another point, Everett said he was going to “spin that b—,” referring to his car. According to the lawsuit, Islam responded, “Yeah, spin it into a tree.”

“Everett, while speeding and driving recklessly, suddenly lost control of his car and swerved into the right lane of traffic, turned perpendicular, and then skidded off the road. As the car skidded through a grassy area at a high rate of speed, it flipped violently and repeatedly into a wooded area where it finally came to rest on its side after striking a tree more than 200 feet from the road,” the lawsuit reads.

The suit alleges that Everett was driving more than double the legal speed limit at the time of the crash and that his vehicle was equipped with an illegal nitrous oxide turbocharging formula.

However, during Everett’s criminal trial, prosecutors said readings from the car’s “black box” data recorder, as well as an interview with a witness who saw Everett’s vehicle traveling only slightly above the speed limit, would make it difficult to gain a conviction to involuntary manslaughter.

Davis is set to stand trial for a separate reckless driving charge in March 2024 after appealing a conviction for “driving 114 mph in a 45 mph zone on Loudoun County Parkway.”

Contacted Âé¶ąąŮÍř, Kaveh Noorishad, Everett’s attorney in his criminal trial, said that “at this time, Mr. Everett and I have no comment.”

Fernandez was taken to a local hospital where he died of his injuries.

Police have yet to release further details about the incident or potential suspects.

The incident comes at a time of rising antisemitism and Islamophobia as the Israel-Hamas war continues. Some Muslim and Jewish Americans have been changing how they express their faith, in fear of hate crimes.

Jaqiah Johnson, 18, of Southeast, was pronounced dead at the scene.

No suspect information has been released, but D.C. police are offering a reward of up to $25,000 for information leading to an arrest and conviction. Those with information can call the department at (202) 727-9099, or send in an anonymous tip by texting 50411.

Rasheed Duvall, 43, of Rockville was arrested on Friday, Feb. 24, according to Montgomery County police. He is at Montgomery County Central Processing Unit for charges of first-degree burglary and theft $100 to under $1,500.

The fire at the Arrive apartment complex happened early in the morning of Feb. 18.

Montgomery County Police and Montgomery County Fire Rescue responded to emergency calls around 6 a.m. that morning and began evacuating the building.

While on the scene, police officers were notified of a suspicious person re-entering the apartment building. When residents were allowed to return to the building, a man notified police that his PlayStation 5 had been stolen. After an investigation identified Duvall as the suspect, a search warrant was obtained for his vehicle, where the PS5 was found, police said.

The fire was later described as one of the “worst case scenarios” faced by firefighters, including a lack of sprinklers, a delay in contacting 911 and residents attempting to evacuate the building at the same time as firefighters trying to enter and extinguish the blaze.

Melanie Diaz, 25, who lived in an 11th floor apartment, died in the fire.

Daron Cottingham, 20, was found guilty of one count of carjacking and two counts for possession of a firearm during a crime of violence.



The carjackings occurred back in January 2022.

According to court documents, Cottingham threatened a man cleaning his BMW with a firearm on Jan. 18, 2022. Cottingham took the victim’s keys and hit him once in the nose with the gun. He then proceeded to steal the victim’s phone before driving away in the man’s BMW.

Ten days later, on Jan. 28, 2022, Cottingham booked a Lyft, then pointed a gun at the driver near the intersection of Interstate 295 and the 11th Street Bridge, according to prosecutors.

The victim fled from the vehicle, and Cottingham led police on a car chase, which ended near the 2600 block of Birney Place SE. Cottingham jumped from the moving vehicle, which crashed into a snowbank, then ran into an apartment building where he concealed the firearm before being arrested.

When he was taken into custody, Cottingham had bank and ID cards belonging to the Lyft driver on his person, as well as a ring of car keys including the BMW key from the Jan. 18 carjacking.

He was sentenced to 10 years with two years suspended, as well as two years of supervised probation and 90 hours of community service,

The new series follows seven American artists from around the country as they compete to create “commissions” based on the work of other artists in the Hirshhorn’s collection, including Laurie Anderson, Barbara Kruger, Yayoi Kusama, Nam June Paik and Alma Thomas.

“This series will introduce audiences, wherever they are, to art-making, spotlighting the importance of artists in society,” Melissa Chiu, museum director, said in .



Chiu will also serve as chief judge for the series, alongside a rotating panel of judges, including artists Adam Pendleton and Abigail DeVille.

The winner of the series will receive a cash prize from MTV as well as the opportunity to exhibit their work at the Hirshhorn.

Contestants include Jamaal Barber, Frank Buffalo Hyde, Misha Kahn, Clare Kambhu, Baseera Khan, Jillian Mayer and Jennifer Warren.

The Exhibit: Finding the Next Great Artist premieres Friday, March 3, at 9 p.m. ET on MTV and will re-air on the Smithsonian Channel Tuesday, March 7, at 9 p.m. ET.

The order covers 10,400 acres of bay in the area of Baltimore, Baltimore City and Anne Arundel County, expanding an area already closed to shellfish harvesting near Hart-Miller Island. The sewage overflow in question was stopped yesterday, and the newly closed areas will reopen for harvesting on Jan. 11.



The overflow is a concern because shellfish like oysters are typically eaten raw. When these filter feeders live in polluted water, they can collect disease-causing organisms, making them hazardous to consume.

According to a , the state was informed on Dec. 12 of a sewage overflow affecting a tributary to Back River. While the spill’s location made it harder to determine the exact volume of sewage, Baltimore County estimates that more than 2 million gallons were discharged into surface waters near the Muddy Gut tributary.

On the physical media side, adults were big fans of John Grisham’s “The Judge’s List,” a sequel to 2016’s “The Whistler” that follows the ongoing exploits of a fictional investigator for the Florida Board of Judicial Conduct.

The two suspects took two adult dogs and one puppy before escaping in a dark-colored SUV with tinted windows driven by a woman.

Wildlife biologists found both adults and juvenile woodrats at the park. While not endangered at the federal level, the Allegheny woodrat has seen significant population decline and a reduced habitat range.



“This rediscovery is an important reminder of the value of protecting natural places that provide crucial habitats for plants and wildlife,” said Nicole Keefner, a biological science technician at Harpers Ferry NHP.

The Allegheny woodrat survey was conducted as part of an ongoing research collaboration involving the National Park Service, the West Virginia Division of Natural Resources, the Virginia Department of Wildlife Resources, and Radford University. The woodrats surveyed were tagged for future tracking and monitoring to support conservation efforts.

“Given the Allegheny woodrat’s rarity across their historical range, collaborative efforts like this can go a long way in conserving the species,” said Karen Powers, a professor of biology at Radford University.

The Allegheny woodrat, which is actually more closely related to mice than true rats, lives in rocky areas near wooded areas. This packrat collects food such as seeds and nuts as well as inedible items — including feathers, bones, coins and buttons. They also support ecological health by spreading seeds across forests, promoting plant survival and diversity.

Glenn Youngkin announced Friday. The planned facility is expected to create 119 jobs.

“Since day one we’ve declared that Virginia is open for business,” Youngkin said. “RapidFlight is a prime example of the success and growth that businesses can achieve in the Commonwealth.”



“Virginia is an important state, providing unique access to decision makers, a world-class workforce, unmanned test infrastructure, and an advanced materials industry,” said Jay Gundlach, RapidFlight’s chief executive officer.

The 25,000-square-foot headquarters will also house design and production operations in addition to corporate offices. Founded in 2021, RapidFlight builds high-performance drones to meet national security and private sector needs.

“RapidFlight locating in Manassas further cements our city’s position as a leader in the design and production of unmanned aerial systems,” said City of Manassas Mayor Michelle Davis Younger.

The project was brought to fruition in part by the Virginia Economic Development Partnership, a state-funded entity that incentivizes business development and job creation by providing funding and consultations regarding employee recruitment and training.

Events begin across the city Friday evening and continue into Saturday night. Attendees can find a map of which neighborhoods are hosting events on , which includes links to more detailed event schedules.

“Artists and makers across D.C. help us celebrate the history and culture of our community, and this weekend, we celebrate and honor them,” Mayor Muriel Bowser . “When we support our creatives and their businesses, we support the type of growth and innovation that help our corridors, neighborhoods, communities, and residents thrive.”

On Friday, events will be held in Anacostia, Petworth, NoMA, Columbia Heights, Glover Park and Georgetown, among other locations. On Saturday, there are events around U Street, Shaw, Dupont Circle, H Street, Tenleytown, Congress Heights and more.

Some interesting Friday events include Ethiopian coffee ceremonies at African Union Mission; the world’s largest harmonica case collection at McCormick Paints; jazz performances at The VIP Room; a floral arrangement class at Flowers by Alexes; a rooftop silent disco at Provost; a performance by the Opera-tizers at Sfoglina; live demonstrations at Eastern Market Pottery, and a drive-thru art gallery in Anacostia.

On Saturday, festival-goers can enjoy a Black Beer Garden at the Howard Theatre parking lot; music and fashion showcases in Congress Heights; the Woodley Park Arts Market at the 2600 block of Connecticut Avenue; the Black Broadway on U Immersive Experience at the Masonic Temple, and a special mini-market of “DC Craft: Past and Present DC Beer All Week(end)” at the Heurich House Biergarten, among other events.

This year marks the second in-person Art All Night festival since 2019; in 2021, the festival attracted 120,000 visitors to 19 neighborhoods around the district.

During the COVID-19 pandemic, the festival went all-virtual, with more than 25,000 livestream viewers and 2.5 million social media engagements.

Launched in 2011, the festival was modeled after La Nuit Blanche in D.C.’s sister city, Paris — a dusk-til-dawn arts festival taking place across the entire city; that year, the festival drew about 30,000 visitors from around the DMV.

Taxpayers will receive updated bills reflecting the new amount and due date. Those who have already paid their personal property tax bills will receive a credit on their account.



After Oct. 26, those with an account credit greater than $5 will automatically be refunded. Amounts of $5 or less will remain as account credits to be applied to next year’s bill unless a refund is requested of the Treasurer’s Office.

The push to reduce tax bills came after city officials estimated a significant increase in the assessed value of used vehicles — which is used to determine a taxpayers’ bill — amid surging used car prices due to supply chain problems and computer chip shortages.

During budget discussions in the spring, city officials initially recommended against changing the the tax rates for motor vehicles since the increases were viewed as a temporary anomaly. Instead the initial predicted windfall of $1.8 million was offset by taking three cents off the real estate tax.

However, when the city sent out the first tax bills to vehicle owners on Aug. 18, the bills reflected an even higher assessment than was estimated in the spring — about 15% higher — which would have resulted in about $2 million more for the city’s coffers than had been approved in the city’s budget.

The city council approved the 15% decrease in personal property taxes during the meeting Monday night. The personal property tax on motor vehicles also applies to boats and trailers.

The victim was identified as Randall Dwight Gibson, a resident of Rockville, on Saturday.



Detectives said Gibson was not in a crosswalk, but in the roadway when he was hit by the car near the intersection of Georgia Avenue and Rossmoor Boulevard.

The driver of the vehicle stayed on the scene and police have not announced any charges or arrests in connection with the crash.
