Following a five-hour public hearing, the board halted the project in an 8-0 vote, a rarity for data center proposals.

The massive campus, also known as Dulles Cloud South, would have spanned 43 million square feet of data centers and is located in the Gainesville District along Sanders Lane near the Loudoun County border.

The amendment would have altered the long-range land use designation for around 252 parcels from AF, agriculture and forestry, to I-3, industrial, and MU-1, mixed-use hamlet, on about 1,940 acres. Had the amendment been approved, an accompanying rezoning would have taken place for the land from A-1, agricultural, to PBD, planned business district.

Prince William staff recommended supervisors deny the proposal, noting the property falls outside the county’s Data Center Opportunity Zone Overlay District.

A new protocol

About 35 minutes into Tuesday afternoon’s meeting, as the public hearing was opening, Gainesville District Supervisor George Stewart voiced a late objection to fellow Democrat and Chair Deshundra Jefferson’s initial acceptance of an eleventh-hour deferral request by the Dulles South comprehensive plan amendment requestor, Sanders Lage Assemblage I LLC.

Stewart said he had misunderstood Jefferson’s call for objections at the outset of the meeting.

While Jefferson said she initially planned to automatically permit the deferral as customary since the start of her tenure in 2024, the board took a 10-minute recess to verify procedural steps.

Jefferson then opted to allow a vote on Stewart’s objection, which resulted in a 7-1 outcome against the deferral and allowed the public hearing to move forward. Neabsco District Supervisor Victor Angry cast the lone vote in favor of the deferral.

Jefferson said she was “in full compliance with everything†after consultation with County Attorney Michelle Robl while “running a tight ship.â€

The chair added she didn’t “want to waste taxpayer money on another frivolous lawsuit†– a condemnation from the dais of the now-defunct PW Digital Gateway project.

Digital Gateway developer QTS dropped its appeal of a lawsuit voiding the project last week.

The county had withdrawn from the appeal in mid-April, and Compass, the other developer behind the Digital Gateway, ended its appeal in late April.

Hearing from both sides

About 95 community members addressed the board during Tuesday’s public hearing.

Supporters of the amendment emphasized their traffic-related concerns regarding the area along Sanders Lane, underscoring how they believed the data center campus would help alleviate those issues through the rewidening of Sudley Road.

Those in favor also lamented the loss in tax revenue resulting from Digital Gateway’s cancellation and highlighted what they deemed to be a misconception of the Gainesville land’s perceived “rural character,†which they say has evolved in recent years amid residential growth.

Opponents of the amendment, meanwhile, said a traffic study would be more suitable for the community.

Voicing apprehension

Prior to Tuesday’s meeting, around 100 residents joined community leaders and state officials for a rally and news conference outside the James J. McCoart Building and county government center in Woodbridge.

Notable speakers included U.S. Rep. Suhas Subramanyam – who, holding out three fingers, implored the board to “just say no†– as well as state Sen. Danica Roem and Del. Josh Thomas, both of whom represent parts of western Prince William.

Also taking the podium were Martin Jeter, president of the Mid-County Civic Association of Prince William; Ashley Studholme, executive director of the Prince William Conservation Alliance; and a handful of residents from Loudoun and Spotsylvania counties who have been impacted by data centers.

Elena Schlossberg, executive director of the Coalition to Protect Prince William County, advocated for requiring the data center industry to pay for its own infrastructure, including the approximately 6,000 diesel generators that would have been needed for Dulles South.

Roem sought to rebut advocates of data center job creation, citing hardships faced by former employees of the now-dissolved Merrifield Garden Center in Gainesville, which sold to data centers in October for $160 million.

Jeter highlighted the greenhouse gas goals outlined in the county’s Community Energy and Sustainability Master Plan, which he said the county would have “virtually no chance†of achieving if Dulles South were approved.

Jeter said greenhouse gas emission totals would rise “through the roof†– primarily due to diesel generators, the possibility of gas turbine generators and the harmful everyday health effects of “PM 2.5†particulates stemming from the diesel generators.

The final consensus

In response to concerns from residents supporting the amendment, who brought up AI competition with China, Stewart said “Loudoun County has more data centers than China†and dismissed the issue.

The Gainesville supervisor, having initiated a motion to deny the project, lamented the afternoon’s “supporters vs. opposition†mentality and said “everyone that spoke is a neighbor.â€

Stewart proceeded to place a 600-page binder on the dais containing the county’s 2040 Comprehensive Plan in response to requests from amendment supporters for a bonafide further study of the area.

He added the county would be “placing 18 Empire State buildings into a rural area,†calling data centers “a pernicious health threat to everybody in this room.â€

“Prince William County is not a Formula 1 vehicle, and this board is not a pit crew,†Stewart deadpanned. “We cannot pave over the headwaters for the Occoquan – 8 million people depend on that.â€

Coles Supervisor Yesli Vega lauded the board’s bipartisanship, cautioning against “putting all of its eggs in one basket†with regard to its tax base. But she stressed the need to maintain ongoing relations with the data center industry.

Brentsville Supervisor Tom Gordy called the board “disciplined†in following the Comprehensive Plan.

Board members cited the need to bypass “piecemeal development,†with Jefferson saying planning for the county’s future “is too important to be a political issue.â€

Never has the left-handed slugger had a game quite like over Atlanta.

Not in Little League. Not in high school. Not at Sam Houston State. Not in the minors. Not in Baltimore. Not in San Diego. Not ever.

Three home runs. Ten RBIs. One magical night that included a rare curtain call and ended with his batting helmet headed to Cooperstown.

The Pirates have been playing baseball since 1882. No player across 145 seasons had ever driven in 10 runs in a game. A grand slam in the first and a three-run homer in the third off Braves starter Hurston Waldrep, and another three-run shot off Atlanta reliever Connor Thomas in the sixth changed all that, breaking the club single-game record of nine RBIs set by Johnny Rizzo against St. Louis on May 30, 1939 — a scant 54 years before the 32-year-old O’Hearn was born.

The 10 RBIs also marked the most in the majors by a player this season, and he became the 11th big leaguer since RBI became an official statistic in 1920 to have at least three home runs and 10 RBIs in a game and the first since Dodgers star Shohei Ohtani did it against Miami in September 2024.

“Got some good pitches to hit and after the third one I was like, ‘Oh man, no kidding? I guess today’s supposed to be my day,’†O’Hearn said.

In more ways than one. When O’Hearn took Thomas deep to push his RBI total to 10, it also marked the 100th home run of his nine-year career. Not bad for a semi-late bloomer who didn’t reach the majors until 25 and didn’t become an All-Star until last season, just after turning 31.

The Pirates saw enough to sign in the offseason, their first multiyear investment in a free agent in nearly a decade. O’Hearn has embraced the role of clubhouse leader on a team trying to reach the postseason after 10-plus years in the wilderness. His 16 homers are one short of his career high of 17 set last season, and his record-setting night came just hours after Pittsburgh for two months with a left hand injury.

“We’re going to keep rocking,†O’Hearn said. “We have good players.â€

O’Hearn is one of them. Pirates manager Don Kelly wanted to give O’Hearn a break late with Pittsburgh comfortably ahead, but didn’t want to do it at the cost of robbing O’Hearn of a shot at history.

So O’Hearn headed to the plate in the ninth, looking to become the 22nd player to hit four homers in a game. When he looked at the mound, he couldn’t help but smile when he saw Braves infielder Jorge Mateo, whom O’Hearn called a “good buddy.â€

Atlanta turned to Mateo to give the bullpen a breather in a blowout, and Mateo did what Waldrep and Harris couldn’t by keeping O’Hearn in the yard, though not off the bases. O’Hearn laced a single to right field to complete a four-hit night and give the Pirates their third straight victory as ace Paul Skenes earned his first win in nearly two months.

The reigning NL Cy Young winner gave up two runs on eight hits over six solid innings, walking one and striking out four. Skenes, who opted out of next week’s All-Star Game and was replaced by teammate Braxton Ashcraft, also saw his velocity consistently stick in the 97-98 mph range after frequently dipping into the mid-90s last week.

Not that Skenes wanted to talk about it much. For once, his performance wasn’t the story, even if he couldn’t help but have a little fun at his teammate’s expense.

“I think it was kind of selfish, to be honest,†Skenes deadpanned. “Everybody else was getting on, and then, home runs are rally killers. You hit a three-run home run or a grand slam, and it’s just like, what now? There’s nobody on. Nobody can drive him in. Good for him, I guess.â€

The video also describes Ostrovsky as a Zionist and claims the massacre was a “false flag operation.†Police allege father and son shooters Sajid and Naveed Akram were inspired by the Islamic State group.

Lancaster told Lord the video remaining online demonstrated a “really serious deficiency†in YouTube’s hate speech guidelines.

Lord replied that she appreciated Lancaster’s “feedback.â€

YouTube told Australia’s online safety regulator three days after the massacre that the platform was “focused on ensuring Australians and all users around the world have access to high quality information about the tragic events,†Lord said.

Ostrovsky told the inquiry last month that he had been targeted by online hate, abuse, vilification and AI manipulation since he suffered the minor head wound on Dec. 14.

The inquiry was then shown an AI-generated image of Ostrovsky apparently laughing as someone applied fake blood to his head.

The man was targeted in an operation because he was living in the country without legal permission, according to the department, which oversees ICE. The man’s car struck an ICE vehicle, the department added.

The death drew immediate calls from some Democratic officials and immigrant rights groups for an independent investigation. Democratic U.S. Rep. Sylvia Garcia, who represents the neighborhood where the shooting took place, said the initial account released by federal authorities needs to be independently verified.

The DHS statement identified the man as Lorenzo Salgado Araujo and said he died at a hospital.

The FBI’s Houston field office is investigating a potential assault on a federal law enforcement officer, said spokesperson Connor Hagan. In addition, representatives of the office’s evidence response team responded to the shooting at the request of DHS to process the scene, he said.

The Houston City Council voted to pass an ordinance limiting ICE cooperation but after Texas’ Republican Gov. Greg Abbott threatened to cut more than $100 million in state funding for public safety.

Ronaldo Salgado, Salgado Araujo’s son, said in a post on Facebook that his father works in construction and was on his way to work, picking up his workers, when the shooting happened.

Salgado described his father as a hardworking Mexican man who has been in the U.S. for almost 35 years and was in the process of getting a work permit.

“My father did not deserve this,†he said.

A small group of protesters gathered Tuesday evening in the neighborhood where the shooting happened and chanted against ICE.

Juan Proaño, CEO of the League of United Latin American Citizens, called for a transparent investigation conducted by local authorities into the shooting. He said his organization is offering a $5,000 reward for information and videos from witnesses.

“We don’t take DHS at their word at all,†Proaño told The Associated Press. “There should be an independent investigation and they should release all the videos.â€

Houston Mayor John Whitmire, a Democrat, declined to comment on the shooting.

This is at least the eighth death from an encounter with federal immigration officials since the start of the Trump administration’s intense immigration enforcement campaign in the U.S.

Initial descriptions by immigration officials have been contradicted later by video evidence. In February, federal authorities launched an investigation into two federal immigration agents who appeared to have made untruthful statements under oath regarding a in Minneapolis in January.

Last year, a federal immigration agent shot and killed a 23-year-old U.S. citizen, Ruben Ray Martinez, during a late-night traffic encounter. A grand jury declined to file criminal charges against the agent. DHS said the agent had fired at the vehicle after the driver “intentionally ran over†his fellow agent. of the encounter released by authorities does not clearly show the vehicle striking the agent.

Miguel Amaya scored three times for the Cubs, who have won 11 of 14 to tighten their grip on the top spot in the NL wild card.

Making his third start since being sidelined for seven weeks with a knee injury, Boyd (4-1) allowed three hits, struck out seven and walked two. The left-hander is 2-0 with a 1.72 ERA since returning from the injured list on June 25.

Cubs reliever Ryan Rolison entered in the seventh with a 4-0 lead and promptly gave up two singles and a walk to load the bases. Adley Rutschman delivered a two-out, two-run single off former Oriole Jacob Webb before Gunnar Henderson struck out.

Tyler Ferguson worked a perfect eighth and Trent Thornton got three straight outs for his second save.

Baltimore starter Shane Baz (4-8) retired the first eight batters he faced, but ended up yielding three runs and six hits in six innings.

Bregman hit an RBI single in the third and brought home Amaya with a fielder’s choice grounder in the fifth for a 3-0 lead.

Amaya singled and scored on a sacrifice fly by Michael Busch in the seventh, and Dansby Swanson made it 5-2 with an RBI single in the eighth.

The start of the game was delayed for 56 minutes because of the threat of rain. The grounds crew stood poised behind the rolled-up tarp for about an hour, but the rain never came.

Tolbert matched the record set by Chicago’s Johnny Kling in 1902 and equaled by Walt Dropo of the Detroit Tigers in 1952.

With a chance to break the record, Tolbert was finally retired in the ninth on a fly ball to right against A.J. Minter to finish 5 for 6. The remnants of the announced crowd of 32,734 gave Tolbert an ovation, and his teammates applauded while gathering on the top step of their dugout.

The second-year player grinned as he walked back to first base following the record-tying hit. The Citi Field scoreboard flashed a graphic noting his accomplishment.

Osuna’s first homer of the season followed RBI singles by Ezequiel Duran and Justin Foscue in the six-hit inning off Sam Bachman (1-2). Foscue also hit a pinch-hit home run in the seventh, tying the score 3-3.

Peyton Gray (4-0) pitched a scoreless eighth for the win for the Rangers, who pulled within one-half game of first-place Seattle in the AL West.

The last-place Angels have lost seven consecutive games, tying their longest losing streak of the season.

Rangers starter Jacob deGrom suffered first-inning struggles before settling in, his pattern this season. He allowed a pair of two-out runs in the first on Jorge Soler’s double that one-hopped the left field wall and Josh Lowe’s single to shallow left following a wild pitch.

DeGrom didn’t allow another run, giving up five hits and two walks in five innings on 80 pitches. In 18 starts this season, deGrom has a 9.50 ERA in the first inning and 2.29 afterward.

Texas tied the score 2-2 in the second on Nicky Lopez’s two-out, opposite-field single to left following two walks by José Soriano, who leads the AL with 51 walks. Soriano didn’t walk another batter and gave up only two hits in six innings.

Rookie Wade Meckler’s RBI single off Chris Martin in the seventh gave Los Angeles a 3-2 lead before Foscue homered off Tayler Saucedo.

The Angels won the first three games against the Rangers this season.
